The relationship between urban development and hydro-environmental change, particularly with regard to the subsurface environment is examined for three coastal cities affected by Asian monsoons (Tokyo and Osaka in Japan, and Bangkok in Thailand). Major differences in subsurface changes among these cities are closely related to city size, urban structure, and the timing, stage and extent of urbanization as well as the natural environment. The work shows that the urban development has not affected the Bangkok subsurface hydro-environment in the same way it has in Tokyo and Osaka. Three reasons for the difference account for this, (1) Bangkok's abundant annual rainfall, (2) Bangkok has the smallest ratio of impervious pavement surface area, meaning that surface water can more easily infiltrate underground., (3) the degree and extent of urbanization. Bangkok's subsurface hydro-environment has not been heavily affected because underground development has not yet reached deep subterranean areas.By researching yet more cities, at different stages of urbanization to that of Tokyo, Osaka and Bangkok, we plan to quantitatively examine urbanization and its influence on subsurface hydro-environments. This research will help limit damage to developing cities that are not yet experiencing subsurface failures but which are expected to confront these problems in the future. (C) 2008 Elsevier B.V. In recent years, social movement studies have been produced by Japanese geographers as well as those in other countries. This is because many more people now participate in social movements, and, furthermore, because geographers are relevant to the analysis of social problems. In Japanese geography, most social movement studies are concerned with environmental pollution. On the other hand, geographers from Anglophone countries recognized social movements as a research object in political geography. These study methods encouraged the investigation of anti-pollution movements in the locality.In this study, the relations of the local community and social movements in Wakayama for anti-pollution movements are analysed. At first, urbanization owing to industrialization in the Kasei area of Wakayama city was closely related to the location for the Wakayama Steel Works of Sumitomo Metal Industrial Corporation (Sumitomo Kinzoku Kogyo Wakayama Seitetsusho). With the construction of the factory, a number of issues developed which were associated with the purchase of the factory site and the compensation of fishery rights.After the Second World War, industrialization in this area occurred as a result of a long-term rationalization plan of Sumitomo Metal Industrial Corporation. According to this plan, a blast furnace was completed and steel production from pig iron to steel was begun. At the same time, environmental pollution resulted and was reported in the newspaper every year from the 1960s to the first half of the 1970s. Local residents were primarily annoyed by air and noise pollution as well as by bad smells. In addition, statements on environmental pollution appeared before the Wakayama City Council from 1961. These statements are overviewed according to each member of the council. In spite of the frequency of these statements there is little inclination by some members of the liberal party, especially those elected from near the factory area, to focus on environmental pollution. Here we must shift viewpoints to clear a representation of the politics of place.Local differences among the areas of Minato, Matsue and Nishiwaki were investigated to clarify the locality factor in anti-pollution movements.1) In Minato area, anti-pollution movements were organized in a later period, though this area was closed to the factory. Moreover, these activities were sporadic. 2) In Matsue area, antipollution movements were organized early as soon environmental pollution became evident. Furthermore, those activities were held annually. 3) In Nishiwaki area, anti-pollution movements were organized as a result of environmental pollution following the extension of the factory. At that time, the local community had opposed reclamation work on the coastal zone.The differentiation of anti-pollution movements is caused by localities. Anti-pollution movements toward Sumitomo Metal Industrial Corporation in Wakayama city were regulated with spatial scale. Above all, the local community (Jichikai) as a spatial scale performed an intermediate function.

Recently, studies of industrial spaces have taken several perspectives. For example, a Locality study, especially in the United Kingdom, studies not only economic aspects but also social and political aspects.<BR>This paper discusses the changing locality of the industrial city of Mizushima, Okayama pref. which was industrialized in a period of high economic growth. The indicators of a locality study are working and social trends, and the results of elections. However it is difficult to use same indicators for a Japanese industrial city, because locality research may be unique to English cases. Pollution problems, which had been a special topic of debate in local politics, are used as the indicator for industrialization. The topics of members of the assembly, which are recorded in proceedings, are important pointers to the change from an agricultural and fishing village to an industrial city.<BR>When it was an agricultural and fishing village (pre-modern period) there were such developments as a new rice field at Mizushima located beside the mouth of Takahashi-river. These are the bottom of industrial area, now. During World War II, a munitions factory was constructed on land reclaimed from the Takahashi river. Air raids destroyed most of the factories. After the war, Okayama pref. decided to invite many large companies. Machine, petrochemical, and steel manufacturing plants began operations. The resulting industrial complex made Mizushima an industrial city.<BR>In terms of social structure, old leaders retained power until the agricultural and fishing villages combined to form Kurashiki city. Kojima city and Tamashima city also combined to form part of Kurashiki city. In those areas, old industries supplied a large part of employment. Therefore, it has taken time to change urbanize communities while increasing the population through the inflow of workers for large factories.<BR>Secondly, to clarify local politics, there has been debate on pollution problems. Incidentally, labor movements, which are thought to be important in a locality study, did not have much influence on the pollution problems in Mizushima. The first pollution problems occurred with fish and crops. So farming and fishery organizations claimed compensation for damage. Furthermore, pollution problems harmed human health as industrial spaces grew. From the 1960's to the 1970's most Japanese industrial cities had anti-pollution movements, as was the case in Mizushima. There were neighborhood associations and working organizations forming anti-pollution organizations. These spread to form a network organization in Mizushima. Eventually, the anti-pollution movement was restricting to patients with diseases caused by pollution and their supporters. These changes can be seen in the proceedings about pollution problems.<BR>At the beginning of the period with pollution problems, there were debates about industrial change, damage to local people, and policy between parties. After pollution problems increased, this topic was shared by all of the inhabitants of Kurashiki city. The debate concentrated on pollution problems, regardless of resident or party or occupation. This led to an administrative policy for the pollution problem. Then pollution damage gradually decreased. The debate moved from pollution to environment problems, which also contains protection of nature, in the latter period. There was much debate by members of the assembly in a local reformist party, and residents of Mizushima were very concerned about improving the environment of living spaces affected by pollution problems.<BR>In conclusion, industrialization and urbanization in Mizushima not only involve construction of factories and increase of industrial labor, but urbanization also refers to the living environment sought by local residents.
